I think it was 43 when i got there, and something like 36 when i logged in a day later. 40 is a generous average. And both those were during 'prime time'.

I already mentioned all the empty systems i passed through getting there, and all the systems with just one person in them.
You know as well as me that's very common in 0.0, and not an isolated event. Currently, 4 people are in VFK, according to the game map. Weekdays are abysmal it would seem.

Well, now it says 12 people are in 2R, and 5 in VFK. So i guess one guy moved.
I'm not sure how accurate it is myself, but it appears to be working properly judging from that.
